Official UPSC CSE 2026 Notification (Direct Link)
The official Civil Services Examination 2026 notification PDF is available on UPSC’s domain here: UPSC CSE 2026 notification PDF on upsc.gov.in. The Civil Services Examination Rules, 2026 are also published in the e-Gazette here: Civil Services Examination Rules 2026.
Use the official PDF for UPSC eligibility, age limit, number of attempts, educational qualification, reservation, documents, service restrictions and application instructions. Do not rely only on summaries for dates, fees, vacancies, centre availability or document deadlines. Treat those items as per the current official notification — verify before relying on them.
The official application route is the UPSC online portal. Candidates for the Civil Services Examination (CSE) 2026 must apply online through the website upsconline.nic.in. The UPSC application instructions explain the portal flow through account creation, Universal Registration, Common Application Form and the examination-specific application.

UPSC age limit for CSE 2026
For CSE 2026, a candidate must have attained 21 years of age and must not have attained 32 years of age on 1 August 2026, unless an age relaxation applies. In the official wording, the candidate must have been born not earlier than 2 August 1994 and not later than 1 August 2005 for the general age band.
Age-limit working for the general category:
- The lower age rule says the candidate must be at least 21 on 1 August 2026.
- 1 August 2026 minus 21 years = 1 August 2005.
- So, a candidate born on 1 August 2005 completes 21 years on 1 August 2026 and meets the lower age rule.
- The upper age rule says the candidate must not have attained 32 on 1 August 2026.
- A candidate born on 1 August 1994 turns 32 on 1 August 2026, so that candidate has attained 32 and does not fit the general upper age rule.
- A candidate born on 2 August 1994 is still 31 on 1 August 2026, so that candidate fits the general upper age rule.
| Category or condition | Upper-age relaxation stated in the rules | How to read it for CSE 2026 |
|---|---|---|
| General / EWS without relaxation | No relaxation | Must fit the 21 to below 32 age band as on 1 August 2026. |
| OBC eligible for reservation | Up to 3 years | Upper age can extend to 35 years, subject to valid OBC non-creamy layer status and documents. |
| SC / ST | Up to 5 years | Upper age can extend to 37 years, subject to valid category documents. |
| Defence Services Personnel disabled in operations and released as a consequence | Up to 3 years | Applies only when the rule-specific service condition is met. |
| Certain ex-servicemen, including specified Commissioned Officers, ECOs and SSCOs | Up to 5 years | Applies only when the service-length and release conditions in the rules are met. |
| Persons with Benchmark Disability | Up to 10 years | Applies to listed benchmark disability categories, subject to service and medical requirements. |
Some relaxations can work together when the rules allow it, such as candidates who belong to SC, ST or OBC and also fall under specified disability or ex-servicemen categories. Do not calculate the final age from memory. Read the current notification and match it with the certificate you can produce.
UPSC qualification and educational qualification
The main UPSC qualification for CSE is a graduate degree. The degree must be from a university incorporated by an Act of the Central or State Legislature in India, another educational institution established by an Act of Parliament, a deemed university under Section 3 of the University Grants Commission Act, 1956, or an equivalent qualification accepted under the rules.
| Candidate situation | Can the candidate apply? | Condition to check |
|---|---|---|
| Completed bachelor’s degree from a recognised university or accepted equivalent route | Yes | Keep degree proof ready for the stage where UPSC asks for it. |
| Final-year candidate or candidate intending to appear in the qualifying examination | Yes, provisionally for the Preliminary Examination | If the candidate qualifies for later stages, proof of passing must be produced within the time limit prescribed by UPSC. |
| Professional or technical qualification recognised by the Government as equivalent to a professional or technical degree | Yes | Keep recognition proof and qualification documents ready. |
| Candidate who has passed final professional MBBS or equivalent medical examination but has not completed internship | Provisionally, subject to conditions | The candidate must produce the required certificate and, by the interview stage, the original degree or certificate showing completion of requirements including internship. |
| No graduate degree or accepted equivalent qualification | Not normally eligible | Only exceptional cases may be considered by UPSC if the other institutional examination standard justifies admission. |
The rules do not set a minimum graduation percentage for CSE eligibility. If a college, stream, grading system or foreign-equivalent qualification creates doubt, verify it from the current notification and UPSC instructions rather than assuming eligibility.
UPSC number of attempts
The UPSC number of attempts is counted when a candidate appears in the Preliminary Examination. If the candidate appears in any one paper of the Preliminary Examination, it is treated as an attempt at CSE. Cancellation or disqualification after appearance does not erase that counted attempt.
| Category | Attempts for CSE 2026 | Important condition |
|---|---|---|
| General / EWS / candidates without attempt relaxation | 6 | Attempts are usable only within the age limit. |
| OBC | 9 | Attempts are subject to valid OBC eligibility and age limit. |
| SC / ST | Unlimited | Unlimited attempts are still limited by the applicable age rule. |
| PwBD under General, EWS or OBC | 9 | Subject to benchmark disability eligibility and other rules. |
| PwBD under SC / ST | Unlimited | Unlimited attempts are still limited by the applicable age rule. |
Common mistake: Applying for the exam and then staying absent is different from appearing in a paper. The attempt rule turns on appearance in the Preliminary Examination paper, not merely on registration.
Nationality and service restrictions
For the Indian Administrative Service, Indian Foreign Service and Indian Police Service, the candidate must be a citizen of India. For other listed services, the rules also include certain subjects of Nepal or Bhutan, Tibetan refugees who came to India before 1 January 1962 with intention to settle permanently, and specified persons of Indian origin migrating from listed countries with intention to settle permanently, subject to the certificate condition where required.
A candidate appointed to IAS or IFS on the result of an earlier examination and continuing in that service is not eligible for CSE 2026. A candidate already selected or appointed to IPS on the result of an earlier examination is not eligible to opt for or be allocated to IPS through CSE 2026.
Common Application Form and supporting documents
UPSC eligibility is not only a rule on paper. It must be supported in the online application record. Applicants are required to submit necessary information and supporting documents for claims such as date of birth, social category, EWS status, OBC status, benchmark disability, ex-servicemen status, educational qualification and service preference when the UPSC portal asks for them.
The current portal instructions use a flow that includes account creation, Universal Registration, Common Application Form and examination-specific application. Failure to provide the required information and documents with the Common Application Form, Universal Registration profile or examination-specific application can lead to cancellation of candidature. Check all entries before locking or confirming the form.
UPSC Official FAQs on Eligibility
UPSC publishes official FAQ and application-help pages that students should use before relying on any unofficial answer. The official FAQ route is UPSC FAQs, and the online application FAQ is available at UPSC online application FAQ. The form-filling instructions are available at General Instructions for filling UPSC forms.
These official pages help with practical UPSC eligibility doubts while filling the form:
- When to apply: Apply only when the examination is notified and the application link is active.
- Who can apply: A candidate who fulfils the eligibility criteria prescribed in the examination notification can apply.
- How age is calculated: Age is calculated with reference to the cut-off date stated in the notification.
- How reservation and relaxation are supported: Candidates claiming reservation or relaxation must have certificates in the prescribed format as required by the notification.
- How the form is completed: The UPSC online process requires the relevant parts of the application to be completed, confirmed and submitted.
- Whether hard copy is sent: The online application FAQ explains that candidates should retain a copy for record; routine hard-copy submission to UPSC is not the normal online application process unless the Commission specifically asks.
For eligibility decisions, read the notification first and use the FAQ to resolve application-process doubts. If the notification and an old answer appear to differ, follow the current official notification.
How to Verify UPSC Eligibility: A Step-by-Step Guide
Use this checklist before submitting the CSE 2026 form. It reduces mistakes in age calculation, attempt counting, category claims and document upload.
- Open the official notification PDF. Use the PDF hosted on upsc.gov.in and confirm that it is for Civil Services Examination 2026.
- Check the application portal. Apply through upsconline.nic.in when the CSE 2026 application is active. Do not send a paper application unless UPSC specifically directs it.
- Check nationality first. If applying for IAS, IFS or IPS, confirm Indian citizenship. If applying under any other permitted nationality category, check whether a certificate of eligibility is required.
- Calculate age on the correct date. For CSE 2026, use 1 August 2026. Do not calculate age only by the calendar year.
- Apply age relaxation only if your documents support it. Match the relaxation category with the certificate you can produce in the prescribed format.
- Count attempts correctly. Count every CSE Preliminary Examination in which you appeared in at least one paper. Do not count only the years in which you cleared Prelims.
- Check the degree rule. Confirm that you have a graduate degree, an accepted equivalent qualification, or a final-year status that the notification allows provisionally.
- Check service restrictions. If you have already been appointed or selected through an earlier CSE result, read the IAS, IFS and IPS restriction clauses before applying.
- Complete the UPSC portal steps in order. Create the account, complete Universal Registration, fill the Common Application Form and then complete the examination-specific application.
- Save proof. Keep the submitted application, confirmation page, fee receipt where applicable, certificate copies and degree proof. You may need them at later stages.
Worked age examples for CSE 2026
Example 1: General category candidate born on 2 August 1994. On 1 August 2026, the candidate is 31 years, 11 months and 30 days old. The candidate has not attained 32 years. So the candidate fits the general upper age rule, subject to all other eligibility conditions.
Example 2: General category candidate born on 1 August 1994. On 1 August 2026, the candidate completes 32 years. The rule says the candidate must not have attained 32 years. So the candidate does not fit the general upper age rule unless a valid age relaxation applies.
Example 3: Final-year graduation candidate. A final-year candidate can apply provisionally if the notification conditions are met. If the candidate reaches the later stage where UPSC asks for proof of passing, the candidate must submit the required proof within the time allowed. Without that proof, the provisional eligibility will not continue.
Common mistakes to avoid
- Using a third-party summary instead of the official UPSC notification PDF.
- Calculating age as on the application date instead of 1 August 2026.
- Assuming that every submitted application counts as an attempt. The attempt is counted on appearance in a Preliminary Examination paper.
- Claiming OBC, EWS, SC, ST, PwBD or ex-servicemen relaxation without the certificate required by the notification.
- Locking or confirming the Common Application Form before checking date of birth, category, education and service details.
- Ignoring service restrictions for candidates already appointed or selected through an earlier Civil Services Examination.
